The Compliance and Privacy Officer (“CPO”) is responsible for the development of a comprehensive compliance and business integrity program, which promotes an organizational culture that fosters ethical business behavior, and which provides the basis for ensuring compliance with all Federal and State healthcare laws and regulatory requirements. The CPO also serves as the organization’s Privacy Officer and is responsible, in collaboration with the organization’s Security Officer, for ensuring compliance with state and federal privacy laws applicable to BCH. The responsibilities of the CPO include planning, designing, implementing and leading the compliance, privacy and business integrity program, providing leadership to departments that must abide by applicable regulatory and compliance and privacy requirements. The CPO will report regularly and as needed to the Chief Executive Officer and at least annually to the BCH Board of Directors or designated committee concerning compliance and privacy operations and activities.
Education or Formal Training
Bachelor’s degree in healthcare, business or organizational related field required.
Master’s Degree in hospital or business administration, or related field or J.D., preferred, (e.g., MHA, MPA, MBA).
Special Qualifications (Licensure, Registration, etc.)
Certification in healthcare compliance, preferred.
Knowledge, Skill and Ability
High standards of performance, quality, credibility and integrity.
Thorough understanding of the regulatory environment of healthcare, ethics, pertinent legislation, OIG, OCR and other regulatory agency processes, billing, monitoring techniques and communications.
Significant experience in understanding the health care industry, with specific compliance and privacy experience.
Excellent analytical, problem-solving, team building and customer service skills with the ability to work collaboratively at all levels within the organization.
Demonstrated project management skills.
Knowledge and experience in establishing and/or developing productive relationships with physician, organizational leaders, board members, staff, and other health care industry leaders.
Ability to generate and encourage creative ideas, innovative thinking and practical solutions to issues or problems related to compliance.
Ability to manage multiple competing priorities with the context of a complex and multi-faceted organization.
Demonstrated ability to interact with all members of the organization in ways that enhance understanding, respect, cooperation and problem-solving.
5-7 years of experience in healthcare compliance or related activities is required.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Promotes an awareness and understanding of positive ethical and moral principles consistent with the mission, vision and values of BCH.
Develops and disseminates compliance and privacy policies and compliance standards which provide the basis for ensuring compliance with laws and regulatory requirements, and which promote the organization’s commitment to compliance, privacy and business integrity.
Serves as the compliance and privacy officer for BCH wholly owned entities, including the Boulder Valley Care Network, unless another individual is designated.
Conducts periodic risk assessments to determine compliance and privacy priorities.
Develops, implements and monitors compliance work plans for the organization, and oversees the development, implementation and monitoring of departmental compliance work plans.
Chairs the compliance and ambulatory compliance committees. Sits on other committees as assigned or necessary to monitor compliance and privacy activities.
Develops an effective compliance and privacy education and training program, including introductory training for all new employees, ongoing training for all employees and supervisors, and specialized training as needed.
Develops, communicates, and executes initiatives designed specifically to promote awareness and understanding of compliance and privacy issues, applicable laws and regulations, reporting requirements and the consequences of non-compliance.
Ensures efficient processes for documenting all compliance related initiatives and activities
Leads and supports activity to monitor adherence to policies, procedures, and legal/regulatory requirements and to identify and evaluate exposures and correct defective processes. May direct that billing processes be suspended if necessary to ensure compliance.
Maintains an awareness of laws and regulations and keep abreast of changes that may affect health care systems. Provides timely information regarding important regulatory changes to operational leaders.
